Plomb de scelle pour balots de chanvre, appose par un des controleurs du port de Saint Petersbourg (SPB: Saint Petersbourg).T?RH indiquent le contenu du ballot et la qualite du produit ici du chanvre du Rhin (RH). La date d'apposition est 1794 - au revers, on trouve l'indication "Inspection du Port" П(ОРТ) Д(ЕСЯТНИКЬ) suivie du nom de l'officier ayant effectue l'inspection, ici probablement В.ШИТИКОВЪ (V. Shitikov) et son numero d'officier controleur ici 82 (Н82).

Hi can I suggest a slightly different reading. I think the obverse reads ПД / В:ШИ[Т] / ИКОВЪ / Н82 and records the inspector V. Shitikov. Three examples of the same inspector are recorded on the Peace Havens Project website – IDS 767; IDS 1362 & IDS 1888 see http://www.peacehavens.co.uk/BSIND1800.htm use the link at the top of the page ‘Click here for the Project Site Map and Links’ to get to the other two seals. John Sullivan records a T. Shitikov, also working from post number 82.
Line 3 of the reverse contains what is I believe the date 1[7]94.

Thank You Paul. This seal is the number IDS 1888 of "The PeaceHavens Project" from Amsterdam :

for date, it is very possible, 1794. The name of inspector is "ШИТИКОВЪ",my database is not as important to me as that of the PeaceHavens Project. For " T(?) RH",even with the lead under the eyes it is difficult to say that this is indeed a K in 2nd position. I update the post.
